A: 1. You have exceeded your limit on your credit card.
2. Your name and card is in a negative database due to past spending habits online. IE: You have made chargebacks (blacklisted and in a negative database shared by many online companies) or made refunds at other websites online.
3. Your IP address does not match the country of your credit card. IE: You use a U.S. registered credit card but you are trying to signup to the website with an IP from Indonesia.
4. You are from a country with a high risk of credit card frau

Limitation #3 is a nonsense imposed by certain webmasters/credit handling companies (not the card issuing companies).

I have credit cards issued in 2 countries both registered to one address (my home) all with high limits which are never breached.

Buying goods I have no problems. If I want to buy in Sterling I use the Sterling cards, in Euro the Euro cards. If I am buying in US Dollars I wish to use the card with the best conversion rate.

Buying services or accessing subscription sites CC Bill and some others reject the Sterling cards as I have a European address.

Sometimes there is an excellent reason (currency rates or billing dates, for instance) to want to use a given card.

If the cardholder's address checks out with the address on the application and everything else is in order, what is the problem?

These rules are nothing to do with webmasters - the processing companies tread a very fine line dealing in porn - they must play it very safe to avoid excessive chargebacks and having their banking facilities withdrawn - as has happened recently...
