Here is the BBFC's own list of what is and is not permitted at R18. Any film submitted to them which has the "permitted" activities in it will be classified at R18.
The ?R18? category is a special and legally restricted classification primarily for explicit videos of consenting sex between adults. Such videos may be supplied to adults only in licensed sex shops, of which there are currently about 250 in the UK. ?R18? videos may not be supplied by mail order.
The following content is not acceptable
any material which is in breach of the criminal law.
material (including dialogue) likely to encourage an interest in abusive sexual activity (e.g., paedophilia, incest) which may include depictions involving adults role-playing as non-adults.
the portrayal of any sexual activity, whether real or simulated, which involves lack of consent.
the infliction of pain or physical harm, real or (in a sexual context) simulated. Some allowance may be made for mild consensual activity.
any sexual threats or humiliation which do not form part of a clearly consenting role-playing game.
the use of any form of physical restraint which prevents participants from withdrawing consent, for example, ball gags.
penetration by any object likely to cause actual harm or associated with violence.
activity which is degrading or dehumanising (examples include the portrayal of bestiality, necrophilia, defecation, urolagnia).
The following content, subject to the above, may be permitted
aroused genitalia
masturbation
oral-genital contact including kissing, licking and sucking
penetration by finger, penis, tongue, vibrator or dildo
non-harmful fetish material
group sexual activity
ejaculation and semen
These guidelines make no distinction between heterosexual and homosexual activity
So, aroused genitalia (erections) is an R18 activity, as is masturbation and oral to genital contact (cunnilingus). Also,"semen" on screen appears to be one as well. All of those activities appear fairly regularly on the U.K. adult channels, therefore R18 is broadcast on UK television. These activities would not get passed the censor for an 18 cert. sex works video, therefore they must be R18 as only two categories exists

Why would you complain about it?
After lagging behind in europe/rest of the world with our laws on what can be shown, i just dont get it, most people here would like to see more explicit stuff on TV than were allowed, the second we do, we're off to ofcom, complaining..........lol!

We should be complaining to Ofcon.
We want R18 equivalent on our TV screens and it is legal to broadcast, even Ofcon admit this.
So why haven't we got it?
Because of the cosy little arrangement between Ofcon and the Broadcasters.
You see what will happen is Ofcon will now fime Sport. If Sport refuses then Ofcon will threaten to remove their broadcast license. So Sport pay up (and yes they can afford it with Rupert Murdoch as a Majority Shareholder)
Of course if it had gone to court there would have been all the publicity of how you can legally see much stronger material than they are being fined for from European broadcasters. Subscriptions then drop as people go to European channels.
Now the payback for Ofcon to stay out of court is to allow the Broadcasters to show what they like without the them stepping in unless a) they show penetration or b) someone complains. Everybody is happy, except Joe Public who is conned agian.
I did read someplace though, that for some unknown reason, these channels get shit loads of money from UK subscribers putting out the crap they currently do. So I guess for them, there is no need to change or even press Ofcon for it. Some idiot is going to subscribe every day.
I would rather see the adult channels forced to comply with the guidelines in the hope that it will reduce subscriptions and make them fight to change the rules, rather than allow the farce we have at the moment to continue. It may not seem like it but I am on thier side.
