i know this region well and imho your best bets are latvia or estonia. there is a bit of a prudish streak running through lithuainia which is not shared by the other two, just ask the boat loads of swedish sex tourists which give lithuainia a big miss. the last time i was there local police were very quick to round up a stag party which had spilled out on to the street but wasnt causing any real trouble.
its not that cheap there either, it wouldnt be my first choice for a wild weekend or making photo's. ive tried both there and had much more fun and success in estonia which is very single male friendly.
