A mystery, but something about the demeanour of the woman in black and the dimly lit bar seems to recall a German/European movie from a few years back....

It's not the clearest image, but does anyone with a wide knowledge of Euro movies have an idea of her ID that might help identify a title, if indeed it is from a video screenshot?
