You'd need to base your business model around charging a one time introduction fee. You won't get repeat action from the same people, as, for most of the people you'll work with, once they've found out the other parties contact details, they'll go direct next time, and cut out your percentage.
If you can make it work on that basis, it's possible.

Yes, the business is totally rubbish now. Why? Several reasons, but undoubdtly the main culprit is THE INTERNET. There are virtually no top shelf mags around - killed off by the Internet. There's virtually no DVD sales - killed off by the Internet.
The net has millions of stolen images posted by every charlatan with a scanner. Every mag ever published has been illegally scanned (read the inside covers) and every image is available "free". Why should "the punter", who is after all the guy who funds the entire glamour/porn business, continue to pay if he is offered so much for nothing?
In the "good old days" mags needed material to satisfy the demands of the punter. Photographers looked for models, paid them and sold to mags - everyone happy. Not any more.
"Models" who moan about getting no work should ask themselves if they are actually model material. There are hundreds of girls around who are never going to make a living at it, whatever they are prepared to do - they are simply not attractive enough. I'm sorry to say this, but there are so many contributors to this forum who frankly don't deserve to get work - they are, maybe not ugly, but certainly not model material. Keep trying girls, but get a proper job as well!
Much as I love the Internet, I don't think the lot of photographers or models will improve until theft is banned. If those who publish stolen material on the net were punishable by castration (not a bad idea if you think about it), the industry would recover overnight. There would be thousands of eunuchs condemned to a future of misery and the honest photographer and the half decent looking model would enjoy a far more rewarding future.
Rant over - I'm too old for all this crap and pleased to be out of it!
Everyone loves free stuff, but running an agency is very time consuming, and that has to be paid for.
Also, as soon as you are an agent, you get the blame every time a model does a no show, or a client says "but I told the agent it was a BG shoot"
