film editing question

Just wondering what term is used to describe a fast intercutting of shots in editing ?

The sample I'll use is from 1.09 in this video from Nicki Minaj.



and can I do something like that in Windows Movie Maker?

It will be a strobe transition of some sort which is also controllable
