More noise from Dave
I suspect this is more noise from Cameron with the local elections coming up. Most of Cameron's pronouncements tend to have zero chance of becoming law and the bloke is so unreliable that you are probably better off assuming that if he says something he is lying.
It's just Dave PR media noise. Much easier than drafting laws and trying to get them through Parliament which generally he has proved himself to be piss poor at with more U turns than a spinning top.
A classic example is the Leveson inquiry. He promised to implement the recommendations of the Leveson inquiry provided "they weren't bonkers". No one, least of all Cameron has stated that they are bonkers but the first thing he did when the findings were announced is stand up in the House of Commons and state that he was against them being implemented.
Completely useless? Yes. A dangerous politician? Yes. Someone who you can rely on to get implemented what he says he wants? No way.
