As for "Scotland has a Government because we are allowed to "govern" ourselves" are you writing the Ladybird Guide to Devolved Government?

Hopefully not, because Wales has its own devolved government as well. So your Jackanory type story is buffoonery of the first order.

And so can Wales ignore the Lansley Health Reforms in England, which it has done.

Interesting breakdown of what the Assembly does, etc. My understanding is that it can't be called a Government until it is the absolute governing body for that principality/country/area. Scotland has Downing Street running it, just like the other areas of Britain do, so it does not have a Government. Salmond calling it that is done to make it look like they are a lot further down the road to independence than they are, and that the tide is now irresersible in that direction. The term "the Scottish Government" will stick forever, even though it is not a valid term.

Michael Moore is the current Secretary of State for Scotland, located in Whitehall. If you Google him you are bound to be able to find an email address where you can contact his Department in London and ask for a breakdown of what powers that Department has relative to what powers the interestingly titled "Scottish Government" has in Holyrood, Edinburgh.

Alternatively you can look at the UK government website where it says:

The main role of the Scottish Secretary is to promote and protect the devolution settlement. Other responsibilities include promoting partnership between the UK government and the Scottish government, and relations between the 2 Parliaments.
