It is either someone close to being a fascist- for most people's purposes like Hitler or Mussolini; or a polite and very English way of saying you think someone is already there, Marino.

I personally believe that the Daily Mail makes its money from playing on people's worst fears and prejudices and finding figures of hate. To be fair, as Britain has changed, neither the Sun or the Telegraph do that anymore. But the Mail still does.
