it seems that the congestion charge has changed into a emmision charge,how many older cars that have no catalitic converters and never get serviced will pay this amount,not many, sounds like red ken's politics of envy to me.

The government just agreed to cut CO2 emissions by 60% in 40 years. The new, green Tories say that's too long! What that means is that people have to stop driving cars.
