DVD Recorders - Please enlighten me

I'm thinking of getting a stand-alone DVD Recorder. Guys in shops know nothing!

If you have one, tell me:

1. If copying from VHS, can Chapters be added? If so, is this as you get to the point you want them whilst recording, or afterwards on a preview of recording, or every say 10 minutes? I just want the "Skip" feature to work

2. If recording from a DVD player, I gather commercial DVD cannot be copied. Can they be copied if the signal is passed through a Time Base Corrector first to strip off the copy protection?

3. Can you recommend a TBC / Standards Converter? I'm told the Ace at about ?250 is good. Anyone got one?

4. Can you recommend a DVD Recorder that makes DVDs which can be used on other players?
